Assuming you have cruise control, does it work? If it works, either connector problem on PC board for instruments or there is a wiring problem to same, or speedo must be repaired.

If cruise doesn't work, either speed pickup is bad (rare) or wiring problem.
1. The pulse sensor signal can be accessed in several places. Easiest is probably that plug in the spare wheel well.
2. Another option is to get at your cruise control module (removing console side panels, etc) and connecting ohmeter to ter 11 and 12. While rotating a rear wheel, gage should alternate between O and infinity. You're actually seeing the 'pulse'.
3. At your fuse panel, main plug 'H' terminals 1 and 2 are what you want. These are where the wheel well plug wires terminate.
